No matter for the setting up of modern-enterprise system, perfecting the governing of legal person ,the exploration and utilization of human resource, it is that the setting up and perfecting of enterprise encouraging and restraint mechanism the objective need for subsistence and development of enterprise. Liaohua is a giant state-owned enterprise and it is lacking of integrate encouraging and restraint policy in subordinate units and that lead of the lack of vitality, brain drain and waste of resource. Setting up the inner workable encouraging and restraint mechanism is a feasible measure for shifting the hardship that the enterprise faced at present.According to the relative knowledge of encouraging theory that I have learnt, by practical investigation and study and multiple analysis, 1 think that the problem of encouraging and restraint mechanism for enterprise lower managers are: No1. As for achievement examination, the goal setting is not reasonable, distort the function of encouraging mechanism; No2. Egalitarianism is universal and it damage the principle of distribution system that according to working result; No3. Short-term encouragement is obvious and lack of long-term encouragement; No4. Attach more importance to material encouragement and ignore the spiritual encouragement. No5. As for restraint is only inner restraint, it is hard to form the effective supervision and determent. I apply the theory what I learnt, combining enterprise character, set up the encouraging and restraint mechanism that accord with the enterprise practice As forexamination system, reduce the proportion of fix income, increase the proportion of risk income and achievement income. Set up the monetary system of on the job expenditure and long term encouraging system. Set up the restraint system that integrating enterprise inner restraint and outer restraint. Aim to set up the reasonable human resource management system in inner enterprise and build up the scientific management idea.It is the natural developing tendency and the certain need of subsistence and development that setting up competitive encouraging mechanism and deterring restraint mechanism in giant state-owned enterprises. The encouraging and restraint mechanism designed in this paper is workable on the other state-owned enterprises.
