| Small and medium-size enterprises play an important role in China's economic development by acting vitally in accelerating the country's development of market economy, lightening the employment burden as well as maintaining social stability. It has been proved that small and medium-size enterprises are not only the basic generating power of the national economic development, but also an engine of technological innovation. However, the Chinese small and medium-size enterprises are so weak in technological innovation, which is not balanced with the key role they play in the economic development. Therefore, strong technological support is urgently needed to develop these enterprises and the key of enhancing their innovation ability is to establish and develop a relevant service system. As an important part of China's technological innovation system, the productivity promotion center is a flag of service organizations in this field. Facing the global competition after China's entry into WTO and targeting at improving the competitive ability of small and medium-size enterprises, we need to be aware that it is theoretically and practically helpful to study the construction of small and medium-size enterprises' technological innovation service system which is symbolized by the productivity promotion center. Based on Deng Xiaoping's theory of "Science and technology is the first productivity" and the technological innovation theory proposed by J. A. Schumpeter and developed by home and abroad scholars, the paper focuses his thesis on Sichuan Provincial Productivity Promotion Center, summarizes the main methods, the developing trend and experience of construction and operation of technological innovation system in developed countries and prosperous industrial countries,and analyzes the current development and problems of China's technological innovation service system with the productivity promotion centers as the flag.Besides, the paper studies conditions of the regional technological innovation media service system in Sichuan, of the small and medium-size enterprises as well as of R&D resources. The paper also analyzes key external factors and inner resources vital to the development of Sichuan Provincial Productivity Promotion Center by EFE and IFE. Furthermore, the paper makes for the center the long-term development goal of "continuously improving service level and quality and enhancing development potential to become first-class technological innovation service organization in West China and state-level key productivity promotion center"and drafts out the general strategy of "strategy alliance" and related supporting strategies involving talents, knowledge management, marketing, product mix and renovation by using SWOT analyzing method and QSPM evaluation method based on the goal. With the strategies as the core and by using the basic theory of organization behavior and the inspiring method of human resource management, the paper further discusses detailed construction measures for the center's technological innovation system in terms of government, public opinion, related enterprises and organizations so as to perfect its service and strengthen its self-development ability.The paper tries to propose new viewpoints in the following aspects:1. the paper tries to make out systematic and comprehensive results of technological innovation service system for China's small and medium size enterprises while present studies in this field mostly focus on government and policies. 2. Referring to current development of small and medium-size enterprises in Sichuan, the paper tries to explore a new development pattern for the regional technological innovation system with the productivity promotion center as its flagship.3. The paper also discusses the development strategy and related operation for Sichuan Provincial Productivity Promotion Center for the first time.
