In On Capital, Karl Marx systematically elaborated his thought in the development of human beings. First, it was his belief that the communist society was a society that based on the fundamental principle of the full and free development of the individual. Secondly, he defined the human beings in the development of human beings as the individual because the prerequisite and the departure point of historical materialism was the realistic individual. Thirdly, he pointed out that the development in the development of human beings including full development and free development. Full development includes the full development of personal ability and the full development of social relations. Free development means free individuality. Fourthly, he analyzed the factor that restricts the development of human beings, working is the starting point of the development of human beings, productive force is the fundamental basis of the development of human beings, scientific revolution is the necessary prerequisite of the development of human beings, public ownership is the social guarantee of the development of human beings and the harmonious development between the individual and the same kind is the internal guarantee of the development of human beings. Finally, he pointed out that the development of human beings was a process of evolution from dependence of human beings to the independency of human beings that based on dependency on materials and then to free individuality. Free individuality was the final realization of the full and free development of human beings. Before On Capital was published, especially before the 1950s, Karl Marx's theory on the development of human beings was still not developed to perfection. The main reasons were: a) During the period Karl Marx could still not study capitalism thoroughly and systematically enough, b) His political economics hadn't appeared in a thorough theoretical morphology. In On Capital, based on his scientific political economics and through realistic and historical analyses of the status of the development of human beings in capitalist society, Karl Marx scientifically defined the status, implications and functions of the development of human beings, thoroughly elaborated the realizing conditions of the development of human beings and summarized the three phases of the development of human beings. This signified the mature of Karl Marx's theory on the development of human beings. After his book On Capital was published, Karl Marx and Engels developed and enriched this theory. The theory in On Capital has an important realistic significance. Communist society is the final realization of the development of human beings while socialist society is the first stage of communist society. Therefore, to improve the full development of human beings is the essential requirements in building a new socialist society. In the initial stage of socialism, we should devote great effort to strengthen the construction of economy, politics and culture, improve the full and free development of individuality and the development of social relations. We should build a system of socialist market economy and improve the full, free and sufficient development of human beings. We should implement the strategy of rejuvenating China with science and technology and improve the full development of the ability of human beings. We should carry out the sustainable development strategy and improve the balanced development of human beings and the nature. And we should enlarge international communication and improve the universal development of human beings.
