The supply of rural public goods has a great effect on the development of the economy in the countryside and that of the society. For the time being, the demand of rural public goods is on the rise. Considering the features of running, the present supplying system of the rural public goods is still being confined by the abuse of command supplying system during the period of people's commune, which mainly displays in the following facts: the capital for the rural public product supply is obtained beyond the government control, resulting in a rapid growth of the farmer's cost burden; there lacks a clear-cut of responsibility for the supply which shifts a heavy burden onto the town and village; the top-down policy-making mechanism have caused a deviation of supply form demand, an off-balance of the structure and a low efficiency. All those mentioned above lead to the nonstandard and insufficient supply of the rural public goods and the imbalance of the supplying system. With the variation of the demand from the peasants, the present supplying system greatly hindered the development of the agriculture and economy in the countryside, which makes the reformation and innovation of the system essential. The theory of public goods has systematically covered the goal, assignment, range, key point, evidence and cause of the government activities under the circumstances of modern market economy, which provide good explanation and reference for the reformation of the present supplying system of the rural public goods. Therefore, under the new circumstance of building a well-off society in an all-round way, it is of great benefit to improve the overall efficiency of the supplying of the rural public goods by referring to the theory to analyze the roots of the difficult position. This thesis probes into the current situation of the supplying system and its inner mechanism, and the point for decision making as well. It provides some suggestions for the reformation of the supplying system of rural public goods: to change the present public expenditure policy which benefits urban areas more than rural areas, and to provide the same public products and services to the town and village; to attract various kinds of investments besides government's financial support; to establish a democratic expression mechanism and to make a policy that optimizes the rural public product supply.
