| Since China started to reform and open to the world twenty years ago, the social projects of economy in Sichuan has made much progress, people's living standard has been improved to large extent, and a series of achievements have been made. Nevertheless, we have to face a fact that the differences between Sichuan and the eastern developed area of China are increasing due to the regional disadvantages and other social and historical factors. How to catch the strategic opportunity of the first twenty years in 21st century, develop primary, secondary and tertiary industry in a better and quicker way, enhance the economic growth of Sichuan, and stimulate the early fulfillment of goal of a well-off society in an all-around way is quite important.What is a "well-off society"? The so called "well-off" society is a stage through which China must get in order to realize industrialization in an agricultural society, urbanization in an rural society and modernization in a traditional society. From the strict sense, it refers to a living condition or living standard; from the broad sense, besides economic life, it includes the all-around progress in politics, science and technology, culture and society. Building an all-around well-off society is the theme and main task of developing Sichuan in the future. In the process of building an all-around well-off society, we should understand the regional condition clearly, objectively analyze the existing differences and deficiencies, integrate our own advantages, borrow and absorb the advanced cultural achievements of developed countries and areas so as to develop strong points, avoid weakness, win a favorable position and realize the double-quick development.In order to fulfill the goal of building a well-off society in an all-around way in 2020, Sichuan should keep the growth of GDP at the rate of 9.2%. Whether the three industries which are the main force and support of economic growth can develop fast and in phase will directly determine whether the goal of building an all-around well-off society can be fulfilled successfully. Therefore, it is significant to review the old thought of industrial development, set down the right strategies for industrial development, and study and scientifically choose the path for it. The author greatly hope that he can contribute to find a relative "short-cut" for Sichuan to build an all-around well-off society by studying the industrial development path of Sichuan in building a well-off society in an all-around way.The thesis consists of three parts.The first part is about the connotation and evaluation index of building an all-around well-off society. It explains the origin of well-off society and its connotation and evaluation index, and briefly analyzes the strategic significance of establishing a goal for building a well-off society in an all-around way.The second part analyzes the process of building a well-off society in an all-around way in Sichuan, which is helpful to understand objectively what position Sichuan is in the process and the existing differences. Basically speaking, to build a well-off society in an all-around way is to adhere to the economic construction, and emancipate and develop the productivity. The scale, speed, and level of industrial development determine the developing level of social productivity, the national economic strength, the living standard of people's material and cultural life, and the degree of regional economic growth and the economic position of a country in the world. In order to fulfill the goal of building a well-off society in an all-around way, we should quicken the industrial development, and give high importance to choosing the path of industrial development and to setting down its strategies.
