一,Writing purposeThe origin of goods is the economic nationality of the goods. It means the original country of the goods. According to Agreement on Rules of Origins (ARO), the rules of are laws or administrative verdicts on deciding the origin of one goods. The purpose of constituting the rules of origin was to calculate the data on international trade. Now they are involved in many fields, such as antidumping,government purchase,GSP,MFN and other preferential agreements. As every country constitutes different rules of origin, GATT tries hard to frame coordinative and integrated rules, and has achieved ARO.As to our country, we have constituted a few laws and regulations on origin of goods. But compare with ARO and other countries' rules, our rules have some shortages and counteract on the development of our international trade. It is very urgent to perfect the rules and exert their roles in accelerating foreign trade, but the study on this aspect is very little. This thesis introduces rules of origin in America,Japan,EU ,NAFTA and China at first. Then the thesis analyses the limitations of our country's rules and makes some suggestions on perfecting our country's rules of origin.二,Thesis structureThe thesis includes five parts: introduction and text and the text has four chapters. The introduction narrates writing purpose,research field,the research by other persons and logic structure of the thesis.The first chapter introduces rules of origin generally. There are four parts in this chapter. The first part introduces four different classing standards. The second part introduces three basic elements of rules of origin: origin criterion,direct transport rule and certificate of origin. The third part introduces seven aspects rules of origin are applied in. The forth part introduces main content of ARO and appraises its positive influence on international trade and its limitations.The second chapter presents rules of origin in America,Japan,EU and NAFTA. These rules are divided into two kinds: preferential and non-preferential. The third chapter presents rules of origin in our country. These rules are divided into two kinds: export and import. The forth chapter analyses the necessarity to reform our country's rules and makes some suggestions. There are three main shortages. The first one is that the rules aren't united. The second one is that the system isn't imperfect. The third one is that existing rules have some shortages. The suggestions are constitute united rules of origin referring to ARO and other countries' rules, constitute rules of origin on antidumping, constitute special origin criterions on special goods, constitute rules of origin on government purchase and constitute rules of origin on trade of service.三,InnovationNow day, our country is further integrated with world economy. How to utilize rules of origin promoting our economy and foreign trade has become a hot issue in China government and academic field. Lijuan Liu and Jinliang Xu have written a book on rules of origin .It is Rules of Origin—produce,exertion and reform. In this book, the writers introduce our rules,analyse the shortages of our rules and make some suggestions. But because it was edited six years ago, some situation has changed. Other research doesn't make suggestions on reforming by the numbers. This thesis introduces some new regulations on rules of origin, such as regulations under CEPA and CAFTA. The thesis makes suggestions by the numbers. It suggests the government constitute united rules of origin and perfect regulations about antidumping,government purchase and constitute rules of origin on trade of service.
