Organization is the fundamental phenomena of the society. Public organization and enterprise organization all pertain to the formal organization that is paid attention by organization sociology, that is, the great social organization of China at the transformation periods. So through dealing with these two organizations in detail, the running and developing status of the whole society can be observed from a key point of view.Human resource development is the key of effective running of social organizations, but there are a serial of differences between different organizations. The objective of this paper is to deal with the difference and comparison between human resource development of public organization and that of enterprise organization.This paper includes eight parts. The first part concerns the fundamental theory and puts forward the problem. The second part covers corresponding concepts,hypotheses and methods. The third part deals with comparison between different organization structures. The fourth part discusses comparison between different prompting mechanisms. The fifth part describes comparison between different salary systems. The sixth part deals with comparison between different using ranges and effects of social capital. The seventh part deals with the reason for the differences between human resource development of public organization and that of enterprise organization. The last part is conclusions and further research. Literature search and theory research is the primary method.The significance of this paper has several aspects as follows: On the one hand, in theory, comparison between human resource development of public organization and that of enterprise organization has been dealt with from organization sociology's points of view. The concept of human resource development has been introduced into China during eight decades of the 19th century. Although recently a lot of research has dealt with the abundance and development of the theory of human resource development, this research does not center around public organization but enterprise organization from the economy, management and political science's points of view. This paper carries out the comparison between human resource development of public organization and that of enterprise organization, and discusses the differences in order to solve the problem. This is the advance of research method. The research of human resource development should not limit in each department. This paper studies the human resource development of these two different organizations by using comparison method, discovers advantages and disadvantages of each organization and suggests reasonable human resource development mode. On the other hand, in practice, this paper puts forward constructive suggestion for human resource development of public organization and enterprise organization. In the transformation periods, the limit of public organization and enterprise organization is out of focus, and this situation prevents the effective developments of these two human resources. Therefore, the comparison of human system between these two organizations is helpful to prevent government from becoming enterprise and enterprise from becoming government.Organization research is a multidisciplinary field, including sociology, economics, psychology, politics, anthropology, but recent research rarely center around public organization and the comparison of human system between these two organizations but enterprise organization. This is the innovation of this paper.
