Social organizations play an important role in country's economy, culture and social development. However, in the knowledge economy era, the achievement of social organization depends on the human resources in organizations. Moreover, the use of human resources management and its development depends on the social organization development. Thus, study on the mechanism of the interaction between social organization development and human resource development has very important significance.Firstly, this paper explains the basic theories, it is believe that the mechanism of interaction analysis between the social organization development and human resource development not only need to summarized the relevant human resources development theories and social organization theories, but take the human capital theory into consideration, especially pay attention to the relationship between human capital and human resources.Secondly, based on human resource development in social organization, this paper constructs a shared framework model. It is suggest that human resource development mainly through the dimensions of relation, social organization structure and cognition to develop the sharing behavior. In order to achieve a comprehensive performance, including commitment to innovation performance, job performance and members, it is supposed to build up an internal and external expectation, strengthen the density and strength of social organization network, and enhance a common language and common vision. Therefore, so as to achieve the contribution of human resource development, it should focus on the social capital benefit perspective, to establish the communication mechanism, trust mechanism and incentive mechanism. Thirdly, according to the social organization, it is going to take a game analysis on the development and optimization of human resources. The result shows that the prisoner and snowdrift game theory is not applicable to the analysis of human resource development and its optimization. So, it is necessary to introduce the game analysis of human resource development and optimization into the traditional ones. Furthermore, in order to realize the effective development and the optimization of human resources, the game of individual selection cooperation can through the social organization of information transmission.Fourthly, based on the above model analysis, this paper use the data of sampling investigation in SME to further evaluate the influence of social organizations on human resources development and organizational innovation in Guangdong Province. It is found that the social organization can support the human resources development and organizational innovation, on the other hand, the human resources development also has the promote effects on organizational innovation, which verify the above model conclusion.Fifthly, based on the human resource development cases of German Industry Association, Singapore volunteer organizations and charitable foundation, it is going to exam the different practical mode of interaction between the social organization development and human resource development. The result indicates that no matter what kind of mode it is, there is a social organization development in promoting the human resource development.Finally, based on the previous research and empirical investigation, this paper from a realistic mode of social organization and human resources development, and put forward the policy recommendations. On one hand, the leaders of social organization need to build up a modern concept of human resource management; on the other hand, scholars should also explore the experience and models of social organizations human resources development in China. Combining with the theories and practices, it is easy to discovery a suitable human resources development model for specific organizational development.
