The talent war in the global level becomes shaper and shaper in the knowledge economy age. During the transformation, the living environment of national research institutes being characteristic of high knowledge intensity, has been fundamental changed, and how to manage knowledge talent effectively is confronted with serious test. National research institutes in the transformation must take the management of knowledge talent as the lifeline of enterprises development in order to survive and develop. Therefore, the deep thinking and research for the management of knowledge talent for national research institutes in the transformation has important academic value and realistic meaning.This article takes Northeast Research Institute of Electronics Technology as the main case, discusses the coutermeasures to solve problems from the following respects: how to build the interior environment suitable for the innovation and development of knowledge talent, how to perfect the encouragement for them and how to process the team construction etc., aiming at problems such as the lack of systematization and scientism in the selection of knowledge talent, the lag of enterprises culture, the morbidity of encouragement and restriction mechanism and the neglect of team construction etc., through research methods such as determining the nature, fixing quantify, inquiring literature, concluding, illustrating, using mathematic models, etc., after making plenty of theoretical argumentations and actual investigations and absorbing abundant theoretical and practical experiences from precursors. At last, it verifies the countermeasures concluded from this article into the practice of management of knowledge talent in Northeast Research Institute of Electronics Technology.The interviews and methods pointed out from this article, which mean to build the interior environment suitable for the innovation and the development of knowledge talent, and to build the top-quality team which can exert the cooperation among the members and takes the most gain for the enterprise as its purpose, with the exterior encouragement as guarantee and the interior encouragement as drive, not only have actual meanings in the direction of the management work of knowledge talent in Northeast Research Institute of Electronics Technology, but also can benefit other national research institutes in the transformation into enterprises.
