European Union is one of the biggest economic entity in the world, and the Chinese economy is under the way of rebounding, which makes China-EU relationship one of the most important bilateral relationships in the international economic and political field. European Union have became one of the most important trade and invest partners of China and the biggest supplier of high-tech to China as well. In despite of the huge progress have achieved, there are still some disharmonies in the development of China-EU economic and commercial relationship. So we should pay more attention to the EU trade policy system and go deep into the research.As a partly "Super-State" regional community, EU's trade policy system is different from that of WTO and a single state. In this paper, the author studied the frame and decision-making process of EU trade policy system in diverse ways including economics, politics and law, and drew some basic conclusions and indicated the areas deserve to study more.The paper began from the defining to trade, trade policy and trade policy system, and then study primarily the objectives, the decision-making mechanisms, the frameworks, the policy instruments and judicial review mechanisms of EU trade policy system. In particularly, the paper studied the decision-making mechanisms and its characteristic and emphasized on the competence sharing patterns among different entities, the procedures and voting mechanisms, the influences of state members and the lobbying at the EU level and at the national level. Basing on the above analysis, the paper studied two cases of anti-dumping policies and trade agreement policies. In the end, the author summarized some of the characteristics of EU trade policy system and its decision-making mechanisms, and pointed out some of the deficiencies and areas for further research.
