This article is formed by the detailed Human Resource Management (HRM) investigation of the local and global context. In the author's opinion, HRM in the 21 century is facing a new competitive environment of "Uncontinuiry", including the unbelievable economic global trend, rapid growing technical innovation and diversified demands and so on. As to the developing western area of China, it is a key factor to create a good environment for the talented people. While the current situation is not so satisfying even though these area has already attracted a large number of talented people together with a series of governmental policies. According to the authors' study, the main reason lies on the lack of institutional establishment in the HRM process.As it's generally accepted that there are 3 major differences between western and eastern areas, which are natural, economic and institutional differences. The last one is a key point for solving the shortage of western talented people, and this is also what the article had dealt with. In the author's opinion, in order to improve western residents' living condition and develop western areas, we should highly emphasize HRM institutional problems, establishing series of favorable policies to attract, reasonably employ talented people, only by these ways could western areas make full use of their advantages and gain rapid development.In general, the article includes five chapters. In the introduction, it clarified research background, its aim, relevant theoretical review, framework, concepts and research methods, together with some innovative ideas. Chapter 1st empirically analyzed the current situation in the western areas. It also introduced the total sum of western talented people, professional demands and the total structure of human resources. Chapter 2nd is based on the above analyses, trying to find out main problems in western areas' HRM institutional processed. It also pointed out that the main reason lies on the poor human resource's employment, exploration and training. Chapter the third one put forward practical strategies named HRM institutional innovation system, which include localized, adaptable, diversified and internationalized measures and so on. Chapter 4th predicted the future development of western area's human resource management.The main research methods and theory used in the article go as follows: firstly, empirical method. Based on fieldwork materials and relevant references, the author provided practical application of HRM institutional. Secondly, comparatively analytical method, through comparing different HRM institution from different areas and countries, the article gave some reasonable judgments on feasibility of HRM institutional innovation. Thirdly, Game's Analytical theory, according to its "Market Principle" (Market is potentially hypothesized to have a largenumber of exchangeable individuals, each individuals could freely interact with others and each interactive result is rebated with each individuals), the author tried to prove her basis view points, that's HRM institutional innovation in western areas should pay attention to the holistic, coordinated and unified perspective.The main innovative point is that the article paid special attention to the unique aspects of China western areas by using modern HRM theories and methods. It emphasized institution is an important factor to ensure human resource environment. Based on the above analyses, the author gave seven feasible measures including localized measure, internationalized measure and diversified measure and so on. It also has practical significance to the China Western Exploration and could become theoretical basis for government's policy making.
