The Western Region Structural Analysis

The strategy of developing west-china, which was put forward by the center government in the last years of 20 century, provides the historical opportunities for promoting the economic harmony in the whole nation, shortening the gap between the east and the west, enlarging the internal demands and achieving the target of common rich. Since the strategy was taken into effect, the center government has put great manpower, material and financial resources into the west-china to support its economical development. However, the west region has many problems not only in the economical development but also in the social development. There exist many factors behind them, such as natural, historical, geographical reasons and so on. Among these factors, unreasonable investment structure is the prime one. The investment structure decides the economical structure. The proper investment structure will greatly improve the economical development. According to the author's study, there remain many problems on the investment structure in west-china. It is the unreasonable investment structure that leads to the improper economical structure. The improper economical structure would accordingly mislead the investment structure. The benefits from the plenty of funds were discounted because the investment system itself, as we call " Fund-allotter", is unreasonable.Aiming at the unreasonable investment structure in west-china, the paper analyzes the reasons for the condition and gives the strategical suggestions in order to provide the worthy materials for the researchers who are engaged in studying the economical development in west-china and the theoretical basis for the decision-makers. The paper also supply the theoretical gap on the investment structure of the west-china. It is why that I conduct the research.There are mainly five methods in the paper.(l) the dialectic materialism method: emphasize on variety and contact;(2)the method of analyzing experience and demonstration: sum up experience by collecting, classifying ,settling, concluding, and analyzing the statistical data. Then find out general rules about alteration of investment structure; (3) comparison and analysis method: find out the key reasons for the formation and alteration of investment structure by spatio-temporal comparison;(4) systemic analysis method: regard investment as a whole organism and study its internal relationship and alteration.(5)static and dynamic method. The five above-mentioned methods will be used alternately.The achievement of this paper exists in follows: (l)to refer to previous framework on investment structure, study investment structure by regarding west-china as a whole ,fill up the academic blank on investment structure in west-china.(2)to find out the problems oninvestment gross, structure of main body of investment, industry structure of investment, technical structure of investment, accommodation structure of investment and etc in west-china. To establish counter-measures accordingly.(3)to advance the suggestions about improving investment structure in west-china, such as "balance development and focus on emphases", "dynamic adjustment", "promoting technical progress" and "paying attention to comparative benefits".
