Although development of non-public ownership economy has taken great steps in Inner Mongolia, the present situation still calls for further development in its scale and depth, considering the fact that its inadequate effects does not meet its potential for self-development. It is far behind other fast-paced provinces, with a great number of problems to tackle in its developmental path. Therefore, it is of great theoretical significance and practical value to conduct a research analysis about the present situation of the development of non-public ownership economy in Inner Mongolia, figure out ways and strategies for solutions to the problems, so as to accelerate the development of Don-public ownership economy in this region, strengthen Inner Mongolian economy, improve and raise people's living conditions, push development of other social causes and speed up the realization of the grand goal towards a whole society of well-being.This paper is made up of four parts.Part one A general description of the position and functions of non-public ownership economy. This part mainly introduces the process and the hardships our country has undergone in the development of non-public ownership economy, and the fact that this development has made our country an important part of the world economy and has contributed immensely to the rapid development of our national economy. At present our country is going through an optimal period for the development of non-public ownership economy. Being an underdeveloped region, Inner Mongolia has trod on the right path by putting its premium on developing non-public ownership economy as a starting point for its further development.Part two Literature research and analysis of the history and present situation of the development of non-public ownership economy in Inner Mongolia. Large quantities of data and cases are provided for the description of the presentsituation of non-public ownership economy in Inner Mongolia, its achievements and functions in the development of Inner Mongolian economy.Part three Theoretical analysis of the main problems that exist in the development of non-public ownership economy in Inner Mongolia and their causes. By comparing the development of non-pubic ownership economy in Inner Mongolia with that of other more advanced provinces, we find the main problems that exist in the development of non-public ownership economy in our region and the main causes. We try to answer why, during 20 years of economic reform, our region has been facing and losing opportunity after opportunity for development, thus falling further and further behind those more advanced regions.Part four Strategy research on facilitating the development of non-public ownership economy in Inner Mongolia. This part focuses on the opportunities our region faces in the development of non-public ownership economy. Strategies and suggestions are also related both subjectively and objectively for facilitating the development of non-public ownership economy in Inner Mongolia, with reference to the problems that exist therein. The non-public ownership economy is our region's weakness; but at the same time it is our potential. As long as we have insightful leadership with right ideas and forceful strategies, it is not only possible but also well-grounded that a fast development of non-public ownership economy is to be accomplished.This paper is aimed at research on the development of non-public ownership economy in Inner Mongolia. It is based on theories and practices in regional economics and national economics. It derives conclusions and inspirations from a comparative analysis of the development of non-public ownership economy inside and outside Inner Mongolia. It draws upon literature research, field investigation, integrative and deductive methods, comparative methods, and a combination of qualitative and quantitative methods.
