Analysis Of Soft Power In Cooperation With Mongolia

The conception of soft power is firstly introduced by the American scholar Joseph Nye, and significant reaction and focus in the international society have been aroused by the soft power theory since its emergence. The soft power, as a power of assimilability, attaches more importance to the cultural and political values' attraction, and which is also used to influence others and play the role of communication and cooperation. This paper treats the soft power as the theoretical support to do the research and analysis on the possibility of soft power construction during the course of China and Mongolia's cooperation, and put forward a strategic thinking about improving the soft power during the course of China and Mongolia's cooperation as well.Mongolia, which locates in the middle between China and Russia, is the second largest country in the world with a land area about1.57million square kilometres and a population about2.5millions, and it shares a boundary line of4.767thousands kilometers with China. And the country is of generous various energy resources and significant geo-lacation. According to the geographic characteristics, since the cold war has ended, Mongolia has become the strategic point in the struggles among the great powers in the world day by day. And as the important protective screen in north China, to maintain a good neighborly and friendly relationship with Mongolia is the major diploma policy choice in the begging of a new century for China, which is suffering the course of peaceful rising. China's peaceful rise needs an active and stable peripheral environment, and the understanding and cooperation between China and the peripheral counties, especially between China and Mongolia, have been one of the important strategic content of the security for China in the north. However, due to the influences of both domestic and abroad complex elements, there has been certain precautions and suspicions in the domestic Mongolia, and which has influenced the further cooperation and communication between China and Mongolia. And as a result, taking advantages of the functions of soft power may reduce some of the disharmonious elements under the cooperation between China and Mongolia, and strengthen the understanding and cooperation between these two counties. To promote the association between China and Mongolia is the important issue of diploma strategy for both China and Mongolia in the begging of the new century.Mongolia is an important neighbor for China in the north, and these two counties shares a continuous geography and long history. The relationship between China and Mongolia in the course of development is so complex that it has been facing both opportunities and challenges. The third and the fourth chapters of this paper has focused on the elements of soft power under the cooperation between China and Mongolia, and emphasized the active function of these elements under that cooperation. In the fourth chapter, the challenges that the cooperation of soft power between China and Mongolia has confronted have been analysed through three parts, and which is not only attached with the problems in these two counties, but also related to the factors of great powers. Owing to the differences of culture and history and other special historical reasons, there are some disharmonious elements in the cooperation between China and Mongolia, and the situation has been inevitably deteriorated by the penetration from America, Japan and Russia. This paper has firstly elaborated the status of China's soft power. And then, the values of the soft power to the international politics and the time background of the soft power that advanced by China have been analysed on the base of attaching the soft power theory by Joseph Nye with China's reality. As a great power that suffering the course of peacefully rising up, China is in the need of taking the meaningful advantages of the functions of soft power, and by using which, it is benefit for both maintaining the world peace and stability and realizing peace and stability in Asia.The last chapter of this paper has mainly analysed the specific measures to promote the soft power under the cooperation between China and Mongolia. And which has been interpreted through five aspects as listed below:promoting cultural diploma, adjusting the policy of aiding Mongolia, rise the soft power of the enterprises, advocating the idea of harmonious world and taking advantages of the regional soft power.
