High tech changed the traditional pattern of Industrial Revolution, and the labor's position in production soars quickly in 21stcentrary. In both knowledge innovation and high tech production application, labor transcends capital again and becomes the main source of value increment. In an age of information economy, organization management (OM) is experiencing challenges and impacts from globalization and other unprecedented influences. The unique advantage of human resource (HR) and knowledge capital is becoming a more and more core tech in OM. The value of HR has become one of the key factors in evaluating the comprehensive competitiveness of an organization. In this human capital and other invisible capital oriented value-creation new economy pattern, e-HR is a big step forward to organizations' strategic management of HR ability. It leads to the change of OM and, at the same time, proactively improves the organization's core competitiveness.The introduction part of the paper starts from the rise of e-HR, explains the purpose and meaning of e-HR research and its current research situation home and abroad. The first chapter begins by explaining the concept of e-HR management, and distinguishes e-HR from some other concepts which have similar meaning, and the chapter ends by discussing the fact that under new economy pattern, the net-ware and knowledge oriented and globalized e-HR management will cause the change of OM. The second chapter emphasizes on the radical change of the role e-HR management plays under unprecedented intense competition in the new century, strategic HR management becomes the core function of an organization's HR management, e-HR is a reform and innovation of an organization's management pattern, that its own strength can help realize the strategic HR management, and put forward a new topic of research for HR management. The third chapter analyzes e-HR through case study, and presents a plan forcarrying out an e-HR management and its result. The fourth chapter gives a picture of changes in organization pattern, power structure, layers structure, management procedure and communication mechanism after an organization put the e-HR management into effect. e-HR is very efficient in supporting the realization of its strategy, and guarantees that the organization can make in time, accurate and efficient responds to the fast changing external environment.The reality shows that in today's information and net-ware tech dominated economy, a real-time, accurate and sustaining developing e-HR management system information platform is essential to optimize an organization's human resource management function and to further realize total organization management cooperation and consistency.
