Research On The Problems And Countermeasures Of Government Electronic Records Management In Liaoning Province

With the rapid development of information technology,electronic records have become an important way of recording.As a change in the history of mankind,it has more profound,more extensive and more substantive significance than the previous record method and the change of the record carrier.Good development,good use of government electronic records will help enhance the efficiency of government management,improve the economic efficiency of government operation,and enhance the social efficiency of government electronic records.At present,the experimental exploration of government electronic records management in our country can not meet the actual needs of all parts of the country.Based on this,this paper aims to analyze the present situation of Liaoning provincial government’s electronic records management,and explores a suitable way to standardize the management of electronic records in Liaoning province.This paper takes Liaoning province government’s electronic records management as the main object of study,through literature analysis,comparative analysis and investigation analysis,to find problems of electronic records management existing in the Liaoning Provincial government and puts forward the countermeasures to solve the problem.The main research contents include:Firstly,the paper defines the concept of government electronic records and selects the theory of lifecycle of records,OAIS reference model,information security theory and new public management theory as the theoretical basis.Combining the development of the electronic records management,the paper points out that the problems of the distempered system standard,Loss of responsibility of the principal part,the non-standard of the Management content and the defect management method through investigating on the electronic filing status of 138 provincial units in Liaoning province.Again,analyzing the above problems,the paper finds out the causes from the managerial subject,economic capability,and project construction.Finally,the paper comes up with constructive strategies as follows:innovating management system,management mechanism,strengthening the talent’s education,improving management awareness and the project construction management,especially standardizing management process of government electronic records.Considering the actual situation of Liaoning,this paper establishes the electronic records data migration system relying on the existing information technology foundation,and ultimately realizes the data exchange.
