Cultural factors have been playing eminent influence on international relationship with since the end of cold war. Among the research of strategy and security issues of international affairs, "culture" is one of the concepts that is used frequently. In some western scholars' opinion, a culture surge is about to wash over human society. It brought new factor and impact on strategy and security from the culture angle. Even some western scholars think that human race face washing of a about - coming cultural surge. Cultural perspective and research on it brought new impact on research of strategy and security. As expert of international issue, Samuel P. Huntington' s " The Clash of Civilisations and the Remarking of world order" triggered the discussion heat - about culture merge and debate among many scholars of countries. Under such an international tendency, Chinese scholars have started to pay more attention on the impact of culture on international political field and acquired some research fruit. In terms of a nation, culture, as the background of a state setting down their policy, affects the foreign strategy model. From the broad sense of culture, the paper tries to analyze contemporary Chinese foreign strategy from a cultural perspective.The paper includes four parts. Part one defines the concepts of "culture" and "foreign policy strategy" and analyzes the impact of culture on foreign policy strategy. Although there are a variety of culture concepts, the characteristic of nationality, continuation, time as well as dual can be drawn from the concept of culture. The characteristics of culture is accepted by the majority of scholars. Foreign policy can also be regarded as international or global strategy. Connecting to a certain ideology and culture, foreign strategy is based on a certain historical environment and traditional national culture, therefore, the foreign strategy reflects the culture core of the nation. Therefore, the essence of a nation' s foreign strategy, which is very different from other strategy, can be interprated via a culture perspective.Part two analyzes the impact of Chinese culture on modem China's foreign strategy. There are many concepts of culture, Chinese culture including many aspects. It is very difficult to embrace all the meaning of Chinese culture, even the works that focus on it. So the culture involved in this paper is only argued with the culture connected with China foreign strategy. Aswell as the target of foreign policy is concerned, maintain the right of sovereignty and independence of a nation originated from the sorrow consciousness of Chinese nation. Pursuit world peace is deeply rooted in the thought of "value peace ", which is also the essential demand of any sovereign nation. In terms of the view of foreign policy, "seeking similarity and maintain the difference" reflect the materialism and principle of Marxist as well as the traditional culture thought of "despite peace there are still difference ". "Maintain the difference " means state government must carry out foreign policy that is based on their reality and benefit. "Seeking the similarity "refers to the state government being able to coincide to other country's benefit on the international stage. Nowadays, the flexible foreign policy as the China government dealing with concrete matters reflects the Chinese traditional strategic thought. Opposing the hegemony and maintain world peace which is the principle of China foreign policies also reflect the dense Chinese traditional culture, which can trace back to the thought of Mozi "mutual love and mutual benefit " . The foreign strategy thought of "be good to you neighbor and treat them as partner " is the extension of traditional thought of "be kind to you neighbor and people ". As tactic of foreign strategy, "hiding but raising the ability to gain success "is not only a living philosophy, some new connotations are endowed to it.Part three is an empirical analysis about the function of culture in China foreign strategy.
