China Railway Construction Engineering Management And Countermeasures

Railway is a nation's important infrastructure, and also the big artery of national economy and the backbone of the transportation system. It is of great importance for the rapid, sustainable and healthy development of national economy to promote the construction of railways. Resulting from long-time influence of the planned economic system and "high-concentrated, large-geared, and half-militarized " management mode, railway structural reforms have fallen far behind in the structural reform of the socialistic economy and cannot adapt to the socialist market economy.This paper introduces systematically the basic development process of the railway construction and its present situation of the construction management in our nation. It also analyzes the significance of promoting railway construction and focuses on the problems existing in the railway construction management nowadays, including faults of the invest management, the lagged construction management mode, and the irregularities in management. Regarding of these problems, it points out the main counter-measures to improve the railway construction management in combination with practice of double-tracking and electrifying construction in part of Xiangqian Railway. It provides some practical and theoretical references for us to realize problems existing in railway construction management in our nation and then how to deepen the railway structural reforms, and to standardize and perfect railway construction management.
