The construction and management of our railway engineering project has been basically realized the transition from the planned economy to the market economy, the transition from the instruction distribution task to the public bidding and the transition from centralized arrangement construction to engineering project management which is suitable for the market requirement and disposition-resource since reformation over 20 years. With the further development of our reformation and the western development strategy carried out, the railway foundation facilities, which can bring about the national economic development and promote the internal requirement will play more and more important role.It is real a problem to be solved by the railway project management to complete the railway constructional investment plan with high quality, high speed and high efficient and to realize the investment purpose, to reduce the construction cost and to improve the economic benefit. It is also the premise of existence and development of railway construction enterprise.The orientation of reformation and development of railway construction enterprise are to break through the outdated system and management mode of railway construction enterprise and set up the new systems, new regulations and new modes which are suitable for the new situation of architectural market, resource priority and dispose with high efficient.Theis paper comprehensively discusses the whole process of the project construction management in new railway line, which suits the need of high investment efficient. Starting from the idea of the project management and beginning with the difference between railway project and traditional construction management with the background of the management examples of the third project manager headquarter of the 19th section in Chongqing-Huaihua railway. All these processes include the organization and plan of the project management, the project responsibility cost, progress-quality-cost controls, project risks management and ect. The paper also discusses how to constantly bring forth new ideas about management system and prefect the regulations in order to improve the comprehensive management standards of construction project and suit the need of intensecompetition of the continuous developing market economy. Finally project management about China railway after China joins into WTO in many ways is put forward. The discussinons in this paper have some practical significance.
