21st Centuiy is a century in which people rely more on the ocean in that, with the growing of world population and the improvement of people's living standard, food which people could obtain on land can not meet their increasing need for a variety of foods and for health, consequently, more and more people's attention is directed to the vast ocean, from which people could obtain protein -a kind of indespensable element for human body. Fishing industries , as ocean explorers and exploiters, determine the extent to which people can make use of the ocean. Presently, those fishing industries at home are faced with the depletion of natural resources on land and the fierce competition at home and abroad is making the situation even worse. Meanwhile, the readjustment of industry structure is also facing great difficulties. Development is the crucial problem and it exists hand in hand with chances and challenges. Although fishing industries in developed countries possess high technology .compared with those in our country, they do not enjoy high privilege in term of their high cost caused by expensive labor force ,whereas in our country things are the other way around. Although we have plenty of cheap labor force, owning to backward science and technology, low quality labor force and low working efficiency, our fishing industry is not competent .either. Therefore, in the long run, working force consisting of personnel with comprehensive knowledge .composed of reasonable diploma structure and age group structure are highly needed., besides, training our in -service working force is the question that also deserves our immediate attention. At present ,our training is facing the low reward compared with the long period of time devoted to training .So ,in this essay, the author developed her opinion on how to improve the existing system with the aim of building up a more efficient training and development system in the end.In this essay, the author aims to put forward a new scientific system which can be used to ensure that the effort is not wastedIn this essay, the author introduced theories on training and development and with reference to the theories he analyzed the situation of the existent training system and based on his analysis, he came up with a new idea as to how to build up a more efficient system and how to ensure its smooth working.After a careful research, the author finds that the failure of our existent system is due partly to lack of working principle, and partly due to inadequate understanding and the low quality trainers and also inappropriate training content. The author also points out that we should attach more importance to the buildup of a "three dimensional" working system which centers on the training of those who enjoy pursuing further learning and also on the organization of cooperation groups in which people can learn from each other, and also on the joint training of both the trainees and the trainers. In the end, the author also points out that improving the existent recruitment system is a better way to ensure the buildup of the new system.
