The performance evaluation in China adopts simple index, which exists limitation both in scope and profundity, and cannot meet the needs of management. With the arrival of information times, what enterprises need is strategic foresight and new competition force. Evaluating performance with The Strategic Balanced Scorecard is helpful to form long time competition superiority and promote the managing standard. So, in this article, with the aid of the thought and structure of The Strategic Balanced Scorecard, basing upon the evaluation by the internal mangers, develops an evaluation system according to the strategic targets.The new idea of this article is to take the thought of The Strategic Balanced Scorecard, lead the causality and changing analyses into the index design. Taking the managers of the company as the evaluation main body, seen from the angle of enterprise strategic targets, develops some synthesis index, which can reflect the whole performance of the company. Otherwise trying to make the evaluation system point out the weakness, and then realize the strategic targets.This article begins with the theory summarization of performance evaluation, analyzes the progress process and developing reasons. With the help of the research and practice of both the east and the west, consorting with the situation in China, explores the method and technique of performance evaluation, and then develops the basic idea that fit the condition of China.
