With the continuous transformation of our country from the traditional planned economic system to the socialist market economic system,all kinds of institutions have undergone institutional changes.Especially with the government agencies civil service personnel management and human resources management reform of the enterprise,institutions of human resources management reform has been in the cusp position,in particular,there are many problems in performance management,these problems are accumulated over the years,which have extremely complex factors.With the process of reform,the social functions of the A ship lock management office,which the author service for,have also changed.Insist on serving the people wholeheartedly is the responsibility of the A ship lock management office and the foundation of building a harmonious waterway.Scientific performance management is an effective way to improve the service level of the A ship lock management office.Establishing a performance management system based on strategic objectives,and decomposing the strategic objectives to departments and individuals,while strengthening the level of performance of departments and staff,which is essential for the scientific development of the unit.This paper attempts to introduce the Balanced Scorecard which is an effective performance management tool to the A ship lock management office,and to find a new way to improve performance management on the basis of in-depth analysis of its performance management system.Firstly,this paper introduces the basic theory of Balanced Scorecard and the research status at home and abroad,then the paper describes the current situation of the performance management of the A ship lock management office,and analyzes the causes of the deficiencies of the management system.On the basis of in-depth study of public sector successful cases at home and abroad on the revelation,and combined with the actual situation of the A ship lock management office,the Balanced Scorecard dimensions are modified to construct the evaluation system.This system from the units and departments are to design a set of performance management mode.Finally,the author analyzes the implementation of the Balanced Scorecard measures the effectiveness of performance management and ensure the implementation.All is to provide new ideas for the A ship lock management office of the performance management,and enhance the overall level of performance management.This paper mainly uses the performance management theory,the Balanced Scorecard theory and so on.On the basis of theory,the author adopts the method of case analysis,discusses the applicability of the Balanced Scorecard for the public sector,and introduces a strategic performance management system in order to provide enlightenment for the development of local waterway business.
