Oil and gas reserve is the indispensable resources for the existing and development of oil and gas industry, so the strategic estructu-ring of oil and gas industry is mostly carried out through the relocation of reserve assets. All assets including reserves shall be assessed accordingly. Though four assessment methods stipulated in national assets assessment management methods, no standardized specification or methods are available since it is not same as the other assets and featuring not reproducible.As for both reserve owners and operating companies, reserve assets assessment is a critical task for the performance of investment, financing, royalty transfer, assets management responsibilities, taxes and expenses management, etc. As a result, what method and standard are to be used for assessing reserve assets is the urgent task for assets assessment personnel.Based on the terminology and classification of oil and gas reserve around the world, net value method is adopted and recommended through the comparison of characteristics and feasibility of all available and prevail theories and methods. Furthermore, comprehensive net value methods is presented incorporating value feature of oil and.gas reserve, exploration and development dependence and our actual situations. In this way.to acquire the sum of expenditures and future benefits of oil and gas operations to calculate reserve assets. As last, suggestions and comments in terms of modifying and perfecting national oil and gas classification system, speeding up oil and gas reserve management, specifying oil and gas reserve transaction regulations, establishing oil and gas reserve evaluation organization and relevant document filing, etc.
