Bank-card was born in the United States of America, as a result of financial innovation and integration of modern science and bank's business .After nearly 80 years' development, bank-card has become a important settlement tool and credit method. In China, bank-card developed late, but after 20 years' development bank-card gets great improvement. Until the end of last year the number of cards issued is close to 400000000.And because bank-card has many useful functions for users such as saving, account-transferring and settlement, it has become people's necessary tool in their daily life.Compared with fast development of bank-card, the process of realization of bank-card interoperability is more difficult. In 1993 advocated by Comrade Jiang Zemin,"Gold-card project", whose purpose is to realize bank-card interoperability in China, was put in practice. But till 2000 the interoperability was still not realized. Each commercial bank does things in his own way, while interoperability is only done in some cities regionally. The abnormal phenomenon of "ATM are in line in market, POSs are piled on counter" can be found everywhere. The lag of bank-card interoperability blocked the development of bank-card seriously.In 2001 China entered WTO. Confronted foreign banks' challenge, Chinese banks felt the pressure and realized that bank-combination is the only way to success. At the end of 2001 ,"314" was launched by the PBC which promoted bank-card-interoperability to come true.There are many patterns to realize interoperability of bank-card. Regional-center pattern : information-exchange center is built in a city which is only charge of the inter-bank business affairs of local card and inter-bank business affair of out-of-town cards will be transferred to the headquarter information-exchange center. Headquarter-center pattern: allinter-bank business affairs will be transferred to the headquarter information-exchange center directly or through inner center of commercial bank. No-center-POS-share pattern: this pattern just used for POS business while ATM business uses headquarter-center pattern. In this pattern all information of bankcards is stored in every POS machine. When inter-bank business happens, POS machine will identify which commercial bank issued the card and transfer the business information to that bank. Now in Chengdu the pattern are similar to No-center-POS-share pattern, but there are many differences ,so we call it "Bank-card Online Interoperability Platform"."Bank-card Online Interoperability Platform" mainly realizes POS interoperation in Chengdu. All commercial bank in Chengdu supplied fund to build the platform and the platform is in charge of inter-bank business information disposal and gives banks the classified business result for settlement. Profit of the Platform will be shared by investment banks. The pattern of "Bank-card Online Interoperability Platform" makes Chengdu bankcard-interoperability come true and solve the problem of "one-counter-multi-POS" . But "Bank-card Online Interoperability Platform" pattern has its own problems. In outside environment this pattern doesn't get support of the PBC's policy; in inside environment the platform are managed by investment banks which lower the efficiency of management. It is worth to consider that how the platform manages to survive and develop in the future.I think the most ideal way is to join the China Unionpay Company and become a branch of the China Unionpay Company for the Platform.While writing the paper, I tried my best to combine my working experience with financial and management knowledge I learned during my MBA learning.
