According to international practice, implementing the normal project management has already become the development trend.The large-scale construction project computer management information system( abbreviated as project MIS) is a new developing discipline under such situation as the scale of project being become vaster , technology being become more complicated, the control of quality, time limit, and expenses for a project being strict day by day in recent years . People gradually pay an attention to the information construction of project management such as the Irrigation Works of Sanxia, Transferring Southern Water to the North project, etc. A lot of large-scale constructions projects such as the nuclear power station, spaceflight project, large-scale iron and steel enterprise, petrochemical industry enterprise, the subway project, water conservancy, water and electricity multi-purpose project have the characteristic of heavy invest, long period, difficult technology, complicate management coordinate, etc. Computer information systems have important meaning for improving project management, raising work efficiency and quality, reducing cost, accumulating information wealth, raising the large-scale competitive power of enterprise's capital construction. Through information construction of project management, we can combine overall targets, such as progress, fund, and the quality of project, etc, to raise the utilization ratio of people, wealth , thing and to shorten time limit of a projectThe research and using of project MIS has already had histories of more than30 years abroad. From the establishment of the plan , management of constructing and the investment , progress and quality, they have intact theory, method and the corresponding software products.From information-based analysis, at present the question is that systematic integrated level of application software is not enough. Most project management software lays particular emphasis on progress, cost, resource, etc. To contract, quality, making, purchase should adopt other corresponding software. As constructing department, the managing department, project department have used some application software to improve working efficiency, because the information resource management foundation standard system has not taken shape yet, and the owner and contractor's data are discontinous and centralized, so they are independent systems each other, and have different code standards. The result is that the data are unable to share, so formed island of information.This paper is based on information resource planning theory, to solve the problem appearing in the information construction of project management. That is how to use information resource planning theory, to set up the whole the information resource management basic standard of groups, to set up production and management systematic function model and datum model, and to build the information platform's foundation of the whole group.
