The paper adopts the process management theory and compares several different projects planning methods, and selects the Critical Path Scheduling method of program evaluation and review technique as well as the Schedule & Cost optimizing method to create the project planning. It workouts a network planning to match the time limit for the project and analyzes all the elements, and further to find out the major factors influencing the Dalian Star Shopping Mall project. Moreover, aims at the factors, the thesis adopts organizational measure, management measure, technology measure and economy measure to guarantee the planning implementation in the five different steps and mobilize the staff's positivity and creativity to join the entire process control.Using the software of Project 2003 and the 'earned value method' to fulfill the project planning and control.
