On Improving The Inner-party Democracy System Construction

This paper mainly concerns safeguarding Party member' s democratic rights, summarizes the historical process of inner-Party' s democratic system building, analyses the connotation of inner-Party' s democratic system, the reasons for strengthening it and the way to improve it. The author attempts to offer some helpful solutions to the development of inner-party democracy. There are three parts in this paper:Part one covers the connotation and contents of inner-Party's democratic system. This part explores the relation between inner-party democracy and inner-party democratic system and at the same time describes the inner-party democratic system and Party Building relationship, and besides that discusses the contents and principles of inner-party democratic system building. This part sets forth that inner-party democratic system is not only the requirement and guarantee of inner-party democracy, but also the fundamental task of the Party-building.Part two summarizes the historical process of inner-Party's democratic system building and its significance. By analyzing and studying inner-party democratic system' s historical course of CPC and the significance of strengthen it, the author points out that the improvement of inner-party democratic system t is important for' consolidating the party' s ruling status and keeping life and vigor of the Party.Part three offers some solutions to perfect inner-party democratic system. This part, which concerns safeguarding Party member's democratic rights and conforms to the basic principles of developing inner-party democracy in the report of 16th National Congress of CPC, argues for the improvement of systems and mechanisms on the basis of guaranteeing the democratic rights of Party members and the systems of Party congresses and of Party committees, the reform and perfection of inner-party electoral system and the establishment and improvement of inner-party supervision mechanism.
