With the rapid development of globalization, the relationship between trade and investment is interconnected than ever before and Foreign Capital (FC) has become the major factor that influences the economic globalization, trade, FDI and technical transfer are the key factors for the world economic growth after the World War II. In the last 10 years of the 20th century, world Foreign Direct Investment (FDI) increases rapidly, and becomes the main factor promoting the economic globalization. Transnational corporations, the main owner of FDI, plays more active role in the world economy. From1991 to 1995, world FDI increased at the annual rate of 20%, and from1996 to 1999, the annual growth rate became 32%.In 2000, FDI increased by 18% compared to the previous year, reaching 1300 billion US dollars. Up to 2001, the total accumulated FDI inflow to China is near$400 billion. FDI plays more and more important role in China's economic growth.. With China joining WTO and the arrival of credit economy, improving the enterprises credit condition is of great importance for them to promote their whole quality and synthetical competitiveness, to enhance their abilities to resist the credit risks and financing, and finally develop healthily. The future competition will be more and more fierce, and this should lead to the popularity of blind management, cheating, adulterating for the temporary survival when they face managing difficulty, insufficient development energy and the lack of restriction mechanism, and therefore deteriorating the external environment for attracting FDI development. So, as to build a fair, orderly competition environment for FDI, it is imperative for them to develop sincerity and adopt the strategy of sustainable development.
