China's Household Registration System Reform Discussion

With the purpose of obtacls of the solution to the problem which come out under the market economy system, that is our present hoursehold register system is inconsistent with the pace of the urgent requirement of the free fluxtion of the population. Our State Concil has come to take the action of reforming our out-of-date household register system.However,the relatively existing theories and achievements are not satisfaied for their limitation of the level of improvement of our reformation of household system alone, with the shortage of research of the matched system and scientific analysis of the target of the househould system.As a resul, among to make up for all these, this paper provides some unique ideas, witch is to establish unitied husehold system to free the flowing of population finally, with suggesting of 5 steps:removing administratic manager on the household system, transfering the village surplus labor force, Establishing the reasonable the mechanism of talented person flowing , and establishing the manpower capital market, Quickly developing our country town, uniting tow system of agriculture and no-agriculture, loosing the limitation of fluxtion and free fluxtion. At the same time, we should adopt the appropriate measure guarantee the reformation to be realized.The aim of the research is to point out the direction of the reformation of our country household register system, and point out to reform for the end target that realizes but should enter the new near period work, providing the new way of thinking for the governmental reformation measure, therefore, this paper is signnificant both in theory and practice.
