The Government Procurement Law of the People's Republic of China was published at June 29, 2002 and was carried out in January 1, 2003. It highlighted the law evolution in China.China has hold law as the main road to construct itself into a socialist society with Chinese characteristics. Government acts by law is a most important part among this goal. So how to regulate the spending of Government income is a serious issue in the constructing of the law system to fulfill the China's objective of building a well-off society in an all-round way in the first 20 years of the new century.But conditions are not all favor for the Chinese reconstruction. The development goal China has achieved is a moderate one. The society is not in an equal and all-round way. New efforts must be given to realize the objective building a well-off society in an all-round way. The employment of Government Procurement Law of the People's Republic of China should put China's reconstruction forward.Government Procurement abroad has a long history for over 200 years from the late 18 and early 19 century. But in China it just emerged in the late 10 years. As a good measure to control economy development it was noticed from beginning of it. It also contributes to the regulating of government actions. This effect is the main reason for all countries putting emphasis on it.In general, the Government Procurement Agreement of WTO is the basis file for the international society to deal with the relations in Government Procurement fields. Even in internal laws, the legal relation of government procurement is a mixture of several legal relations of different properties, including such three parts as subject, object and content. Subjects consist of administration, procurement subjects, procurement institutions and suppliers. Under the conditions of knowledge economy, procurement targets not only include goods, works and services, but also intellectual properties. Contents refer to the relation between rights and obligations. So the government should and can do favor to control economy development using Government Procurement as the mail economic steps. This effort needs law to guarantee it. The implement of the Government Procurement Law of the People's Republic of China just satisfies this demand.But it is true there are some difficulties in the employment of Government Procurement Law of the People's Republic of China. Some further measures must be taken to complete the whole law system. To make aims and goal clear is the first thing in completing the Government Procurement law system.Now China is making great efforts to realize a well-off society in an all-round way. The building of the Government Procurement law system and the building of the well-off society should interact each other to get a win-win effect. This essay manages to disclose the relationship between the construction of Government Procurement law system and the building of a well-off society through the explanation of several basic problems of Government Procurement law which show the merits of the law for the development of the society, especially through the explanation of the law's value orientation to measure the merits of Government Procurement as a way of realizing macro adjustments and controls.
