The international situation has undergone enormous and profound changes since the ending of the cold war. Peace and development has become the irreversible theme of the times .The global multi-polarization and the economic globalization are deepening. Therefore the interdependence among the countries is intensifying day after day .The harmonious relationship between various international social forces is expanding gradually and so is the situation of coexistence. There emerges a tendency for great powers to rely on each other for suppoil, check and compete with each other while coexisting. Every country gives top priority \o developing economy and strengthening its own national might, and deems it an essential safeguard for economic development to cooperate through dialogues and create a peaceful and stable international atmosphere.The second leading group headed by Jiang Zemin, complying with the great trend of the world development, for the fundamental interests of our country and the mutual safety around the world, and under the guidance of Deng Xiaoping's strategic thoughts about security, breaks the bonds of "the cold war mode of thinking" and puts forward the new view on security with mutual trust, mutual benefits, equality and harmony at its core .The thesis, from the perspective of the relationship between the new view on security and the traditional view oif security ,discusses the necessity ,the content characteristics of the new view on security after the cold war and also its strategic significance for China's 'peaceful rising' .etc.Besides, the foreword and the conclusion, there are four parts in the thesis.Part One discusses the theoretical dilemma and the challenges from reality of the traditional view on security. First, it briefly elaborates on the basic contents, characteristics of the traditional view on security and its two major security patterns from the angle of relative conceptions of security equilibrium security and collective security. Then it puts emphases on the analyses of its theoretical predicament and the challenges from the actual situation .The first part explicitly points out the fact that the tradition view on security based on realism doesn't tally with the theme of peace and development of the times, the global multi-polarization and the economic globalization , and the tendency of the deepening interdependence of all the countries. A new view on security which conforms to the currenl development of the era emerges as the times calls.Part Two sets forth the theoretical foundation and international backgrounds of the formation of China's new view on security. This part initially surveys the theoretical bases on which China's new view on security comes into being. The thesis considers the thoughts of world diversification, the international conception of interdependence and China's traditional cultural philosophy of peaceful coexistence as its theoretical foundation. Furthermore, such safe conceptions as "comprehensive security", "common security", "cooperative security" which appeared in the late. 1980s are also sources of the new view on security. Then it concretely analysis the international background in which the new view takes shape. It mainly dwells on fouraspects. First, peace and development has become the theme of the times. Second, the world multiple-polarization advances unevenly. Third, the stream of economic globalization has become irreversible. And fourth, the safe environment in China is facing challenges. Under the circumstances, in order to realize China's safety interests, safeguard and promote the security and stability in the Asian-pacific region and the world as a whole, the Chinese government comes up with the new view on security.Part three, discuses the scientific content and essential characteristics of China's new view on security. This part first of all expounds the formation process of the concept.
