First, protect and cultivate the strategic industries in import substituting. Second, support and encourage the strategic industries in export guiding. Third, turn strategic industries in import substituting into strategic industries in export guiding through limit protection and form two increasing point. At last, the author concluded that the compound industrialization strategy holds the opportune time and makes good use of the favorable conditions. It will help Shenyang establish the competitive force at the core. It is beneficial to Shenyang's development. There are certain basis, which can guarantee the strategy to carry out. The strategy must help Shenyang accomplish industrialization and become a well-to-do city.
