In order to realize the goal of constructing the modern international city, make the economic development full of energy and stamina, remain invincible in competing, Dalian must take the lead in setting up the talent highland, hold the excellent all-rounds qualified talents for constructing the four modernizations. This paper discusses the content, character and functions of talent highland, and analyses the status quo of the talent highland constructing, and demonstrate the necessity and the feasibility of the talent highland constructing. Using a method of comparative analysis, the comparing study of talent highland is made among Los Angeles, Shanghai, Shenzhen, and Dalian. The restricting factors of Dalian talent highland constructing are analyzed impersonally, on the basis of the analysis, the blueprint of Dalian talent highland constructing, including the objects system and indexes system are put forward. Finally, the countermeasures and ensuring measures are brought forward.This paper uses a large amount of data, and connects with talent work closely. This paper has reference value to a certainty for Dalian party committee and municipal government to actualize talent developing strategy. At the same time, it should also be used for reference for constructing area talent highland by other cities and areas. I hope that this paper can help provide a reference for decision making by our party committees and governments at different levels and help promote the constructing of Dalian talent highland.
