Research On The Current Situation And Countermeasures Of The China's Administrative Accountability

The implementation of the administration accountability system is an important guarantee of the responsibility government construction, it is not only an important theoretical problem, but also a social practice.lt can strengthen the government and civil responsibility, at the same it makes public servants enjoy power, and assumes corresponding responsibility. Constructing the responsibility of the government and strengthening the government responsibility, not only is the necessary of the construction of political civilization, but also promote the objective requirement of the management ability.It complies with the world trend, and improves the administration of the international competitiveness of our government. In recent years, the central government and the local governments all explore the administration accountability system and made a preliminary results, it lays the foundation for promoting the administration accountability system research.Starting from the basic concept, this thesis discusses the idea of bettering China's administrative accountability system. The thesis is divided into three parts.In the first part, based on the basic concepts and fundamental theory of administrative accountability,the author analyzed the administration accountability system of the connotation, function and its theoretical basis. The second part, the author proposes the development trend of China's administrative accountability after discussing accountability in the ancient supervision system, accountability after the establishment of new China as well as that of the current central leadership, anaylysises the current administration accountability system implementation status. China made some achievements in the implementation of accountability, at the same time in the implementation process, there are still some prombles. This article discusses from two aspects:the internal and external environment. In the third part, the paper points out that the national condition of our country should be taken into consideration, and it is advisable to learn from the administrative accountability in Western countries and Hong Kong. Thus, considering the current problems in accountability, the author proposes on how to establish more in line with China's actual conditions of the administrative accountability system and accelerate the pace of building a responsible government, from both the internal and external environment of the administrative accountability.In conclusion, the government accountability is a complex system. As long as governments from all levels and the officials make great efforts, we can establish an efficient and modern government.
