Study On The Purchasing Of Sewage Treatment Services By Guangzhou Government

Sewage treatment service is a basic public service,which plays a key role in the protection of water resources and connecting with the natural system and social system.With the development of China's economy and the increasing demand for material,the demand for the environment is also increasing.However,the rapid development of China's economy also brought a high environmental pollution,water pollution is one of them.The eighteen Communist Party of China National Congress put forward the important topic of "ecological civilization construction",and further put forward new challenges and new opportunities for sewage treatment services.Relying on the government to control the water environment,there is a shortage of funds,lack of manpower and other issues,which has been unable to meet the needs of the rapid development of society.lead into the third party organizations to participate in water environment management has become a trend.Government procurement of social organization services as a new way to provide services in Guangdong,Shanghai,Beijing and other places widely carried out.It has become an important way for the government to provide public services.In the sewage treatment services,Beijing,Tianjin,Chongqing,Kunming and many other cities have adopted government procursing service.But is still in its infancy,and the purchase of the way,the method is also different.The purpose of this study is to discuss the government's purchase of sewage treatment services in Guangzhou city.The use of literature,comparative analysis,interview survey,case studies and other research methods,by researching the purchase of the background and significance of sewage treatment service from Guangzhou city,using with the new public service theory,resource dependence theory and public product theory as the theoretical base point of the research,a comprehensive summary of the Guangzhou municipal government purchasing operation mode sewage services,characteristics of this model and the existing problems are analyzed,finally puts forward policy suggestions to improve the government's purchase of sewage services.
