The industry of real estate is a main industry of our national economy , and the development of real estate has become one of the important underpins that supporting our national economy' s development in a persistent and stable way. At the same time, Its development also has great influence on society culture and natural environment. The Mechanism of Market Access on real estate is one of the measures that the nation interferes the market. In the past it aimed at haw to adjust and control the social economy, and in order to push the economy forward. While the whole development and lasting development getting more attention, the aim of national interference has corrected to put more attention on the harmonious development of economy, society, resource, environment , and to improve the people' s quality and living condition and to realize the lasting development of society. Mechanism of Market Access on real estate is the first important measure to interfere the market, it has the function to construct the basic order of market. But in the present situation not only the theoretical frame has not been convinced but also there has been a lot of unharmonious problem in practice situation. As a result, this papers chose the Mechanism of Market Access on real estate as it' s study subject and try to make some breakthrough in the field of theory and also with practice.This papers started from the Mechanism of Market Access on real estate of Kunming city, and analyzed the relationship in the Market Economy and Law. In this papers, the writer has deeply analyzed the costs and profits, the subject and object, the macro-mechanism and micro-mechanism, the roles of government and society, and used the methods of practical-analysis and compact-analysis. The writer also proved the theoretical re-construction of Market Access on real estate, and gave several advises on how to improve the practicalmechanism. The whole papers include 5 chapters. The first chapter is introduction. It analyzed the development and the Mechanism of Market Access on real estate and investigated the theoretical research and practical situation of the present in this field, then get the results: the lost of convince in theoretical frame, the high-payment and low-profit in practice. At last reached the research reasons of this papers and explained the logical thought and research method of this papers. The second chapter is the inquiry of new thoughts in theory. It analyzed the development of Mechanism of Market Access on real estate from the points of economic relationship and legal relationship, and raised market access cost, market access profit and society legal relationship as new research points. In the view of the writer, the market access should obey the movement rule of market economy, and take in society common profit object at the same time, and build a new system of market access that macro interferes "micro and take the theory of economy law as the base. At last, it analyzed the control rules of market access from the points of Macro-economy, Micro-economy and law as a whole. The third chapter and the forth chapter are the investigation of present system. They included the investigation and reference of China, Singapore and Hong Kong, and investigated the present system from the points of its organization offered, function and procedure. The fifth chapter gave some advices on how to complete the theory and organization of the Mechanism of Market Access on real estate. In theory, it raised a theoretical frame about economic law connected with market economic principle. In practice, it gave 9 advices from the aspects of supervisor to being supervised, organization to procedure.
