Nowadays, under the "discontinuous" new economical environment, the great trend as economy globalization, information connected and resource based on knowledge obviously presents to the modern enterprises , which also promotes various innovation in fields of science technology, social economy, politics and culture with more obvious characteristics of being extensive, rapid, uncertain and complicated. Under such condition, all the competition edges that enterprises always owned before such as funds, large-scale production and local government monopoly become temporary. Only by fast building their own human resource competitive power, enterprises may ensure to exist and keep continuous development. All the irresistible changes as global economy, rapidly developing technology innovation with systematic plan, the promptly changeable diversity of customer demands, have brought new problem to human resource management(HRM) that needs us to reconsider and deal with it. In China, those have put new challenge and chance to the enterprises recently that active expand-domestic-demand financial policy , international magnates' occupying on Chinese market after it joined WTO, various new developing industry, the recombination of corporation, and the impact of electronic business or internet work. For this new coming race between enterprises, it will be very hard to get any advantage and high speed if they didn't base themselves on building human resource competition power ?So if s necessary to discuss the enterprises' operation on HRM under such new environment, basically consider on problems how to keep talents staying, to bring out all people's latent potentialities, and how fully make them play effectively.In 21th century, new time comes with knowledge-leading economy trend, the dominant resource for enterprise has been transformed as knowledge, instead of currency or material before. Human resource has become the primary resouce; Human resource's value is also the first sign of whole competition power for enterprises. This article is to discuss HRM' position change in enterprise under the new economy environment by analyzing on it, systematically study HRM'new characteristics and function ;to make comprehensive analysis on HRM' operation at different administrative levels and try to research its various duties;for purpose of constructing the whole system on HRM in theory for Chinese enterprise under the new environment.
