Thinking About Strengthening The Administrative Supervision Of The Theory

The essence of corruption is the corruption of power, in other words, the private exercise of public power. During the process of transforming from planned economy to market economy in our country, there has being relatively serious corruption problem in some certain stages. Under this background, it is very meaningful in reality to discuss the administration supervision in theory to prevent the phenomenon that the public benefit is violated by public administration power.This thesis discusses the necessity of administration supervision from two points of view: one is the origin in theory, the other is the foundation in reality. The hypothesis of economic man has universal authenticity. And the self - concern of government is the inevitable deduction of the hypothesis of economic man. Public power has natural alienation tendency, which is determined by its inherent contradictions. Once the self - concerned individual combined with the power with alienation tendency, the public benefit will be violated. And this proves the necessity of administration supervision. Our public power structure is a kind of unification of parliament and administration, which has institutional limitation. Furthermore, there has being universal phenomenon that the status of the power is higher than the duty o in present field of administration. This phenomenon and the institutional limitation mentioned before constitute the realistic foundations for enhancing administration supervision from the macro and micro level respectively.The thought of how to supervise comes from the western politicians' power restriction theory. The essence of the theory can be summed up as two propositions, ie restricting power through power and restricting power through society. In terms of the practical operation, there are three forms to implement supervision and restriction of public administration power, which are self - control of administration, internal control and external control. The three forms have advantages as well as disadvantages. This thesis analyzes the validity of the forms one by one.Many problems still exist in our present administration supervision system, resulting in inadequate supervision and the weakening restriction. On the basis of analyzing the present situation, this thesis presents some relative the assumptions and suggestions in terms of how to increase the efficiency of administration supervision in our country.
