Research On The Implementation Of The Power List System In Shanxi Province

Since the 18th National Congress of the People's Republic of China,the international environment has become increasingly complex and China's economic development has entered a new normal.To further stimulate the vitality of the market and society,rationalize the relationship between the government and the market and society,and reduce the government's improper intervention in economic activities,the administrative system reform focusing on the reform of the administrative examination and approval system and the reform of the decentralization of administrative responsibilities has been continuously pushed forward.To accelerate the transformation of government functions and to provide a sound institutional environment for economic and social development has become the focus of the current reform of government institutions.The power list system is a new system innovation that accompanies the reform of the administrative examination and approval system and the decentralization of administrative responsibilities.The purpose is to straighten out government power,standardize the operation of government power,and publicize the power running process,which has promoted the reform of the administrative examination and approval system.he concept of the list of powers has a long history.It was first proposed by Hebei Province in 2005.by Hebei Province in 2005.About the concept of the list of powers,Since 2013 all major party conferences have been proposed and requested,such as the Third and Fourth Plenary Sessions of the 18th CPC Central Committee.In 2015,the General Office of the CPC Central Committee formally proposed the guidelines for the implementation of the power list system by local governments at all levels in the form of documents from the State Council,thus pointing out guidance and normative advice for local governments at all levels to implement the power list system.The power list system requires the local government departments to sort out their powers according to the law,compile lists of power lists and flow chart of power operation,and publish power lists and power operation procedures to the public and accept public and social supervision.On the one hand,the construction of the system of power lists has pushed the government to exercise its duties in accordance with the law,strengthened its sense of responsibility,helped improve the level of legalization of government administration,and helped eliminate corruption.On the other hand,the publication of the list of powers has allowed the public's right to information to be expanded to facilitate the handling of the people's affairs,raise the awareness and level of public participation in politics,and promote the modernization of governance.In the context of deepening the reform of the administrative examination and approval system and accelerating the reform of the decentralization of administrative and administrative authority,this paper takes the implementation of the power list system as its research content,and selects Shanxi Province as the research object for in-depth analysis.The article begins with a review of domestic research on the system of power lists,summarizes previous research findings and finds problems.Secondly,since there is no such thing as a list of powers in foreign countries,but given that the implementation of the power list system aims to sort out and define the administrative power of the government,and to strengthen supervision of the public and society over the exercise of power by the government,we have chosen foreign theories such as the control and supervise of power,the research about government-market relations,government process reengineering and government affairs disclosure to study and provide experience and lessons for the study of the power list system.In the second chapter,we first define the concepts related to the power list system and elaborate the relevant theoretical foundations,mainly including Locke's limited government theory,responsible government theory,government governance theory,etc.The third and fourth chapters of the article studied the implementation of the Shanxi power list system.Through the collection and analysis of related data,telephone interviews,and on-site investigations,it was found that the implementation of the power system in Shanxi Province has achieved initial success.However,there are still some problems,including the lack of procedural power list formulation,the backward construction of related supporting lists,and the lack of effectiveness of departmental supervision,lack of accountability mechanism,and low level of public participation.In addition,based on the analysis of the reasons for the implementation of the Shanxi power list system,the paper further discusses the typical practices of the implementation of the power list system in some regions in China,and draws lessons from the experiences and inspirations of regulating the government behavior in the United States and Singapore.Finally,in conjunction with relevant professional knowledge,the paper put forward the optimization proposal for the construction of the power list system in Shanxi Province,it mainly includes several aspects:to establish of due process for the preparation of the power list,to strengthen the government's sense of responsibility,to improve relevant laws and regulations,to strengthen the accountability mechanism,and to enhance stakeholder involvement.As a new research topic,the power list system has a certain degree of arbitrariness and subjectivity in practice due to the short time for practice and relatively weak theoretical research.However,it has provided a new perspective and thought for strengthening the government's management of disclosure and service disclosure.It plays an important role in deepening the reform of the administrative examination and approval system,clarifying the boundaries of government duties,optimizing the operation of government power,and promoting the transformation of government functions.Therefore,accelerating the implementation of the power list system and improving the related supporting system construction will have an important practical role in pushing the construction of the power list system to a new height.
