As the principal part of Chinese banking system, the state-owned commercial banks have maintained the safety of national economy. They occupy a pivotal position in the development of Chinese economy and society, and have made great contribution to supporting the structural reform of economy, promoting the development of national economy, and maintaining the stability of the society. But because the state-owned commercial banks have had many problems on their structure of stock right, managerial mechanism, non-performing assets, sufficiency of capital and so on, the integrated reform which the nation will carry out on the stated-commercial bank is the key point of the whole banking system reform. That is not only the urgent demands of the development of Chinese economy, but also the only way which must be passed to improve the international competition of the state-owned commercial banks. During this special period of the system changing, to the state-owned commercial banks, how to improve the core competition according to their own features will have great significance.This thesis uses the method of factor-analysis to study and analyze the following five influencing factors: macro-policy, resource, ability, system and enterprise culture. And combining with the analysis, for the first time it systemically advances that under the condition of perfect competition market economy, the fundamentals of the core competition of the state-owned commercial banks should include excellent and remarkable human resource, good managing ability, perfect bank running-system, special and practical enterprise culture. Not one of the above factors can be dispensed with. They should organically combine, constantly bring forth new ideas, and come into being the core competition which has been contained inside the commercial banks. Presenting to the outside is the service and products which are not only making the customers satisfied but also having strong competition superiority.This thesis takes the status quo of commercial banks as the starting point, combines with the big environment of joint-stock system reform of commercial banks, and takes the customers as the center to submit the ways to build the core competition of state-owned commercial banks from the sides of improving the enterprises running structure, improving the managing ability and human resource, setting up the enterprise culture, and improving the ability of innovation.The four sate-owned commercial banks should firstly take vigorous action to implement the national policy. They should give full scope to use the preferential policies of the government and macro-control, depend on the government to expand their strength, complete their structure, and deepen theirreform to make a good foundation for the establishment of the core competition. The main ways to complete the enterprise running-structure are establishing the standard shareholder meetings, board of directors, board of supervisors, high level administrative system, integrated development strategy using the market as the guide, scientific and rapid decision system, strict target system of responsibility, and the encouraging and binding mechanism. The main points to improve the managing ability are on three aspects, they are strengthening the management of customers' relation, management of risk and management of finance. To improve the competition of human resource is through making human resource program, structuring system of merit-result assessment, building and completing salary distribution system, setting up good encouraging and binding mechanism, and completing the talents training and introducing system. The establishment of enterprise culture should mainly include four points: values, the spirit of enterprise, code of conduct, image and brand. To improve the ability of innovation is through founding a learning organization, setting up an institutional framework for innovating the banking business, and completing the guarantee system for innovating the banking business.This thesis thinks that...
