China's state-owned commercial bank(in paper are called state-owned bank) play a leading role in our country commercial bank system, their operation effects influence directly the development of economy and the financial security . In recent years, along with our country finance reform and opening thorough, the state-owned bank have made a long-range progress, but also faced many questions such as the property quality to be low and so on. With the rapid development of Joint ownership commercial bank (in paper is called ownership bank), the foreign bank hastens to ground the China's financial market, our country banking industry comprehensive market competition pattern already formed, how to construct state-owned banks' core competence is very important.The paper reviews the domestic and foreign enterprises core competence theory achievement and the experience foundation, utilizes core competence theory elaboration commercial bank core competence concept, characteristic and integrant part. The commercial bank core competence is defined as an effective conformity of each kind of competence. It can display ability to continuous competitive advantage in management and development, and is helpful in obtaining the stable excess profit. At the same time, the paper elaborates the core competence to have the value, the ductility, the distinctive quality, no easy transaction and dynamic characteristics, then elaborates commercial bank's core competence by the human resources, the strategy location, the technical development and the service innovation, the enterprise culture, the brand creation and the brand utilization, the organizational structure six essential factors constitutions and its reciprocity.Because the commercial bank core competence is a multiple and complex system, we must make the reasonable appraisal to it, establish the index reflect the commercial bank's core competence, namely the market hold ability, the profit ability, the loan quality and capital adequacy ratio.Comparing state-owned bank, ownership bank, foreign capital bank and the world big bank, the state-owned banks' core competence is not strong mainly at the dropping of occupy for the high end customer market, the profit ability is not strong, the loan quality is not high and capital adequacy ratio is low.Although factor restricting the promotion of state-owned bank's core competenceis various, the basic question lies in the state-owned bank not to construct core competence according to the core competence integrant part.Finally, from strengthening the human resources management, the accurate strategic localization, enhancing the technical development and the service innovation ability, accomplishing unique enterprise culture, t enhancing creation brand with using the brand ability, constructing the modern organizational structure, the paper elaborate the foundation, the beginning, the key, the core, the soul and the safeguard of state-owned bank's core competence construction.Above six aspects constructing is an organic whole, also is a dynamic process, any unilaterally advance is insufficient to achieve the goal, it is a multiple and complex systems engineering, only to continue the unceasing conformity, various aspects coordination advances together, can promote the state-owned bank's core competence.
