Through different stages of the primitive, the agricultural and the industrial, the human society today has already stepped into the information society. Along with its development, great changes have taken place in human life and working styles. When information technology (IT) is developing rapidly and the technology of the Internet has reached into every part of the country, the traditional government management model has been replaced by a new type of management and working models known as the "Electronic Government", of which characteristics are fast, economical and high-efficient. It causes the restructuring of the government administration from the traditional "Tall-structure" to the "Flat-structure" and the development of the government information from monopoly to being overt. Hence, the restructuring of the government is encountering a new problem, which is from the entitative government to the virtual government, from red tape to the paperless office. Today's China has been in the process of global economic society. Thus performing the electronic government has become the major guarantees to deepen institutional restructuring, transform governmental functions and improve the effects of administration. Meanwhile, it is also a profound revolution.The arrival of the electronic government exerts great influence on the ideas about administrations of the government and the citizens. This will at last leads to the disintegration of the traditional system of ideas. The administrative ideas of the government will convert from the "bureaucratic idea" to the "idea of responsibility", from the "manipulative idea" to the "idea of service", from the "idea of giving priority to investment" to the "idea of giving priority to outcomes", and from the "administrative idea of technology" to the "administrative idea of information". In addition, its arrival claims that the governmental working style should transform from centralism to democracy of decentralization and from "underhand operation" to "overt and transparent". It further demands that the law must ensure the secure application of information by standardizing acts of the government and the citizens for issuing and acquiring information. With the nature of subjects overlapping and frontier, the electronic government concerns application of high technology and covers theories and practice of many disciplines. The research on it will have both theoretical and practical significances. From the height of optimizing management through technology and taking it as the standpoint to strengthen the governmental administration and improving the effects of administration, this thesis intends to put forward the guiding thoughts and principles for constructing the electronic government and clarify the concept by summing up the overseas and domestic developing conditions of the electronic government. The thesis directs sufficient analyses and demonstrations against the problems in the construction of the electronic government, such as those of operation security of the Internet and the laws. On this basis of constructing the electronic government it makes suggestions on the strategy and tasks and seeks technological channels. The multi-angled and multi-leveled analyses and demonstrations have been made in the disciplines of Management, Politics, Economy, Philosophy, Ethics and Laws. It points out that the electronic government should convert the administrative ideas and alter the means by getting at its root to scientificize administration and raise the administrative efficacy of the government.
