The Establishment Of The Green Gdp Accounting System In Jilin Province And Applications

As an important index for the macroscopical measure of government economy function, GDP is becoming the standard of estimating weather an economic society advances. Traditional SNA (System of national accounts) leads to unreal increasing of GDP for excluding natural capital. According to sustainable development theory, traditional GDP was adjusted by deduction of environment and ecology cost of Jilin Province in this paper. Series environmental economy methods were used to calculate different resources. The establishing and applying of Green GDP accounting system were discussed further to reveal real economy increase of Jilin Province.GDP is the total value of final products and works in certain period within a country or an area. Nowadays System of national accounts goes according to 93'SNA made by U.N. basically. Traditional accounts system founds on market deal, neglecting the shortage of natural resources. As a result, rapid economic increasing is pursued disregarding environment destruction. Further more, some cost in sustaining environment quality is calculated as the income of country that leads to unreal increase of GDP. Accounts system including environmental and natural capital as to achieve the sustainable development has become the trend of world.Green GDP considers external influencing factors and natural resources on the basic of SNA, representing for more general welfare level. China is in the interim of revolution toward new SNA and SEEA. The applying of Green GDP accounts system will affect the area GDP layout in our country. There are different sorts of ecosystem and abundant resources in Jilin Province. The economy development has depended on exhausting great natural resources, which results in environmental pollution and ecological destruction. New SNA should play an oriented role in altering such economy development mode. Society production, resources and environment are regarded as a holistic system following the systemic rule. Traditional GDP is adjusted by deduction of environment and ecology cost on the bases of green input and output theories, including the cost of resources lost, natural capital degradation, defending and the transferred value from economic capital to uneconomic capital. Series environmental economy methods are put into calculation. The conclusion is that 6.24% percent of Jilin Province GDP in 2001year comes from exhausting natural resources and environment. As a result, the green GDP is 1905.57 hundred million. The variation of Green GDP in long run is also predicted and some effective measures re provided to deduce cost. Because partial environment and ecology cost can not be counted exactly, the result of Green GDP is less than the fact. As deeper research, Green GDP accounts system should be established dynamically and perfected constantly.
