The Study Of Indexes System For Sustainable Development Of Rural Community In Jilin Province

With the acceleration of urbanization, the impact on urban and rural binary system is more and more significant. The gap between urban and rural is being enlarged.National focus has been transferred from urban to rural development. The government has announced a number of laws and regulations together with development strategy inclined to rural development in successive years. Research for the development in rural areas has become a hot research topic in planning field. However, from the perspective of sustainable development, the study of index system of the rural community is precious few.Jilin province is an important commodity grain production base in China, and it is suitable for the research scope of this thesis. Rural development has important strategic significance for Jilin province. This article put forward the feasibility of the index system which was applied for the rural community and suitability of its application on the rural area of Jilin province through arranging the domestic and foreign rural construction development present situation as well as research index system.The regional differences of Jilin Province are significant. It forms central, West and East three regions according to the tendency of mountains and rivers. Jilin presents different or even opposite ecological environment and climate conditions with uneven economic development level and different industrial structure in each region from east to west. The paper summarizes development issues, sorting original materials, building an index system for further accumulation of raw data through the relevant historical data collection and field investigation, understand the development and construction status in the rural areas.This paper use six villages as the research object:Shan Wan village, Gao Jia village as examples in the western region; Jinchuan village, MI Jiang village and Guang Zhao village of the central region. To make sure the definite principle of establishing the index system, combining with the situation of different regions, on the basis of the previous theoretical research, repeatedly using the Delphi method expert scoring anonymously, and combined with the comparative method to determine the index and weight of this study. According to the comprehensive evaluation and analysis of the results, to modify the index system, through the verify and complement examples of Jianshe village in western region, Jijia village in the central area and Yangmulinzi village in the east, to build up the reliable index system which can be vertical and horizontal comparison. This paper also put forward suggestions of related implementation of the sustainable development of rural community which provides some references for the construction of rural development in Jilin province.
