Technological Advances Have Role In Promoting Economic Development In Shandong Province

With the rapid development of science and technology , its effect on economic growth is becoming more and more obvious. It has been proved from the history of the world economic development that science and technology can accelerate the progress of society and economy when they are well cooperated,and the reverse is also true. So it is vitally practical to study deeply into the relationship between science and technology advancement and ecnomical growth ,to understand and evaluate the effect of science and technology on economy rise and to work out quantificational analysis.Starting with the significance of science and technology progress on economy development, this article calculates the science and technology progress contribution-rate of Shandong province, analyses some factors which baffled the advancement of science and technology and ponders some countermeasures . This article can be divided into five parts.In the first part , the paper explains the conception about the progress of science and technology, states the research significance and reviews the research situation both at home and in foreign.The main task of the second part is to study the relationship between economic growth and science and technology progress .In this part the author introduces several famous theories about the relationship between economic growth and science and technology progress , such as theory of technology innovation brought forth by J.A.Schumpeter, new classic theory about economic growth and new theory about economic growth ,and analyses the advantage and disadvantage of each theory in the hope of offering some theory foundations to our following study.The third part aims at evaluating the force of science and technology progress to Shandong's economic growth. In the first place, conditions of the progress of Shandong's science and technology are compared with other provinces of China; Secondly, Shandong's science and technology progress contribution-rate is calculated and demonstrated. Thirdly, the force of science and technology progress to Shandong's economic growth is analyzed from industry structure, employment structure and trade. Lastly, some questions existed in the process of advancement of Shandong's science and technology are analyzed .The fourth part analyzes the regional difference about the force of science and technology progress to Shandong's economic growth. In this part , Shandong province is divided into fourparts according to the force of science and technology progress by using the AHP method.On this base, the paper analyzes each part from scores, science and technology investment, science and technology output, science and technology potential and so on.The last part is about the mode and countermeasures needed by Shandong province during the process of advancement of science and technology . In this part ,we firstly introduce some main modes used in some foreign countries and based on those modes we build up a compositive mode which is suitable for Shandong's present situation. Secondly, this paper renders some suggestions in terms of ascertaining the main directions and main points about the progress of science and technology , increasing the investment power of human capital, creating a right environment and condition for science and technology'progress and strengthening the institutional construction concerning knowledge property. By doing so, the author hopes that Shandong could become a powerful high-tech province and speed up economic development depending on progress of science and technology.
