Highway Toll Policy Research

With theories of policy science used, this paper studies the features, functions and process of policy, and brings forward four phases idea of the road toll policy of our country from the angle of policy developing. According to the analysis of the action and influence which the road toll policy has on the highway building and road transport industry, it puts forward paths to optimize the toll policy. Considering the practice of the development of Chinese economic and society, based on the theory of region developing, this paper studies the influence which the toll policy brings to the region developing of our country, and puts up ideas to adjust the toll policy and region developing. Finally, it brings forward some proposes and measures to promote the road toll policy during the present phase.
