The toll management of highway in our country has been at the beginning stage. And the tolling system is still not perfect. There are so many subjective consideration hi rolling standard determination and narrow theory analyzing. As long as we difine likely tolling standard , more custom will prefer to the tolling road which can provide convenient ,rapid and high level services so that we can make full use of the resources of highways and withdrawing investment of the new roads in tune. Practice need theory. How can we construct and mamege the high grade road effectively is becoming a new project we are facing .By analyzing the internal and external factors affecting expressway tolling this article tries to provide a complete analysis and description of high grade road tolling determination and management mode based on toll rate and traffic volume and transport cost relation, using basic economic theory, time value theory and traffic behavior theory.Fist, this article analyzed the rationality and significance of toll road from the respect of the highway economic attribution. In addition, it explicated theory in the tolling system of highway as well as the deficient of tolling road and put forward the tolling principal.Secondly, gives a systematic tolling theory by analyzing the internal and external toll rate affecting factors (such as traffic volume, transport cost, economic development level, transport demand and supply, government policy, and money value etc.). Based on these theories, traffic volume/toll rate relation and the key factors affecting road users'choice of road-toll rate level, travel time and transport cost a broad sense of travel cost is established. Le.road right function, by which a quantitative toll model can be calculated.Thirdly, the settlement of tolling standard is researched, and the change regulation of the tolling elasticity is analyzed, based on which, rate quantitate model is established, The workability of the model is tested and proved on Jinghu Expressway.Finally, the management strategy, tolling way of high way and the assumption of tolling road are present. Starting from the economic perspective of high grade road toll management practice hi other countries were used for reference. The author of the article put forward further ideas on how to establish high grade toll road management model based on actual situation hi China, and present a series of basic assumption such as founding the road management corporation, widening the way of absorbing capital, enhancing the construction of road investing watercourse, determining the rate and management way, perfecting system and regulations, considering the affecting of transport tax and so on.
