Research On The Toll Road Industry Transformation And Government Regulation From The Perspective Of Services

With the rising costs of labor, land and other factors of production, the energy,environment and other important resources under significantly pressure, the current development model of toll road industry has been a great challenge, and its transformation of growth model is imperative. The toll road industry as the traditional service industry, tend to be more emphasis on building their own infrastructure, relying on the input of factors such as capital and resources to achieve the expansion of quantity and scale, while ignoreing the further enhance the service consciousness and service quality, the original toll highway service has been unable to meet the needs of the majority of the toll road users.At the same time, due to the increasingly heavy debt burden, and the low profit level of the toll road management enterprise, rely solely on technology innovation and management innovation to promote the improvement of quality and effectiveness is not significant enough. In order to change this situation, the toll road industry must transition to modern service industry based on modern service concept.This article adopts “why transition,how to transform, what should the government do in the industry transition, how is the transition effect” as the main research approach, combining service management, regulation economics, transportation and other related theory, using theoretical analysis method, combination of general research and industry research,with the mathematical derivation, model analysis and chart analysis and other technical means, and researches on the toll road industry transforming to modern service industry and the government regulation in transition.Firstly, basing on the review on the toll road property, with the view of the service properties of the toll road industry, the article puts forward the connotation of toll road transforming to modern service industry. Secondly, the transformative motivation is researched from perspectives of external motivation, intrinsic motivation and toll road management enterprises, then the article puts forward the urgent coefficient of toll roads industry transformation, and validates the motivation research of toll road transformation.Thirdly, as the guidance of the overall goal of the toll road industry transition to modern service industry, the general idea of transformation is put forward, and constructs the general transformation framework based on the service system of the toll road, and then according tothe composition of service system to subdivide two parts: the sub frame of toll road operators transformation and the sub frame of government regulation reform. Basing on the toll road service production system, the sub frame of toll road operators transformation can be used to guide the transformation practice of the of toll roads, from four aspects of basics, core,realizing means and guarantee. In profits from the domestic and foreign government regulation reform experience as the basis, the sub frame of government regulation reform analyzes the government role and function positioning in transformation of the toll road industry, constructs the model of government regulation reform with the core of service,designs the realization paths of government regulation reform, and puts forward the safeguard measures of government regulation reform in toll roads transition. Finally, taking CSS three stage evaluation, service culture appraisal, customer relationship evaluation and government regulation reform evaluation as the main factors to built the evaluation model of the toll road industry service transition, evaluation index system and evaluation model are established in hope to provide specific objectives and basis for the toll road industry transformation, and speed up the toll road transformation from the traditional industry to the modern service industry.Through the research of the toll road industry transforming to modern service industry and the government regulation reform in the process of the transformation, the following important conclusions are drawn. The first one, the toll road industry transition to modern service industry is the future development direction, and an inevitable way to enhance the service quality, to improve operating efficiency and performance of the toll road industry. The second one, the toll road industry only takes the route of transition from the traditional service industry to modern service industry, complys with the within development law of the toll road industry, realizes the creative development of highway enterprises, to achieve the purposes of adapting to the requirements of China’s economic structural adjustment, vigorously developing modern service industry, adapting to the new changing situation of the industry development environment, and the increasing demand of public travel. The third one, with the service innovation as the core of the transition of toll road industry to modern service industry,the basis is creating a good internal circulation in toll road industry, the specific methods of achieving service transition are service management standardization and informatization,service culture with customer orientation can guide and ensure the service transformation ofthe toll road industry smoothly. The fourth one, in the process of transformation of the toll road, the government should be the third party, and its functions more focusing on the industry management, government regulation and public service. The government’s industry management function should be combining with the public service function, in order to achieve the government regulation reform with the core of service better, focusing on actively promoting the transformation, to provide policy support and financial support for the transformation of the toll road, to guide the transformation practice. The fifth one, the service transformation evaluation system of the toll road industry can make a comprehensive evaluation of transition effect from the aspects of the development stage of service management of toll road operation enterprise, service culture, customer relationship and the transformation of government functions, also can provide specific objectives and basis for the service transformation of the toll road industry.
