Research On Regionalization Construction Of Grassroots Organizations

The causes of mass organizations are important components of the Party's causes.With the profound changes in social structure,increasingly diversified needs of young people,vigorous development of “Internet plus” and the emergence of youth social organizations,the traditional organizational form and administrative means of the Communist Youth League has become unsuitable for the current situations,and the Communist Youth League is also facing relatively serious problems of “bureaucratic-,administrative-,aristocratic-and recreation-pro” in its own development.CPC Central Committee's introduction of Document No.4 and conference on mass organization-related work reflect CPC Central Committee's attention on and determination to the reform of the mass organization-related work,and also indicate that the fundamental solution to the above problems is to continuously strengthen the construction of grass-roots organizations of the Communist Youth League.The regionalization of grass-roots League organizations is exactly an important breakthrough in the construction of grass-roots League organizations.Based on the research of regionalization of Harbin's grass-roots League organizations,and considering the results of empirical researches,questionnaire surveys and case analyses,the author summarizes the main practices and achievements in the regionalization of Harbin's grass-roots League organizations,finds the existing problems in the regionalization of grass-roots League organizations,and concludes the reasons for the above problems: insufficient attention from local Party organizations,increasingly weak political awareness of League members,immature youth social organizations,working concept of regionalization yet to be deepened,weak regional youth work force and lack of socialized operations and consciousness to undertake government projects,etc.Finally,the author proposes the measures to solve the problems,including: scientific optimization of regionalized organization structure,resources security intensification,establishment of “online and offline” workplaces,and construction of innovative regional activity bases,etc.The regionalization of grass-roots League organizations will effectively solve the problems of omissions in coverage and insufficient individual power of grass-roots League organizations existing in the former bureaucratic “embedded” League building,actually stimulate the vitality of grass-roots League organizations,and make the League work more adaptable to the needs of young people,in order to consolidate the League.
