The international economic relations have changed greatly since the World War II .Regional economic integration booms under the GATT/WTO system. It has been strongly proved by the forming of EU, the naissance of NAFTA and systemizing of APEC. With the regional economic integration speeding up in the globe, the trend of the regional economic integration has an impact on the WTO-led global multilateral trading system. It has been causing a series intense discussion on the relationship between regional economic integration and multilateral trading system in the academic circles. Therefore, till now there is no thesis discussing this problem thoroughly to the point. This thesis has a comprehensive and thorough discussion about the relationship between regional economic integration and multilateral trading system, which hopefully serves as a trigger for further research about this issue. The paper has about 35,000 words, and is divided into the following five parts:Part I : The introduction of the regional economic integration and multilateral trading system, this part focuses on the definitions . the reasons of development and the trend of the regional economic integration and multilateral trading system.Part II: The WTO rules about regional economic integration. Firstly, introduce the principle of Most-Favored National Treatment (MFN) and the reason why the multilateral trading system allows the regional economic integration to exist and development. That is to say regional economic integration is one exemption of the principle. Secondly, The thesis interpret the WTO rules on regional economic integration which include the twenty-fourth clause of GATT 1994 and the "Understanding on the Interpretation of GATT 1994" ,the fifth clause of GATS, and Enabling Clause . Part III :The conflicts and coordination between regional economic integration and multilateral trading system. Regional economic integration make a great impact on multilateral trading system which include thechallenges on the principle of MFN, the protected and chauvinistic effects , the conflicts raised by the double positions in the process of the trade liberalization. In view of the consensus on trading liberalization between multilateral trading system and multilateral trading system, it is necessary for us to make a progress on WTO rules and widen the openness of multilateral trading system.Part IV: Mutual complementarity is the true relationship between regional economic integration and multilateral trading system. Obviously, multilateral trading system is the best way for global trade liberalization in theory. Therefore, the process of multilateral trading system does not go smoothly as we expected before. At meantime, the existence of regional economic integration make up for the faults, which exist in the process of multilateral, trading system. So, from this point, it is clearly proved that the relationship between them is complementarity. What's more, some of the positive results gained by regional process liberalization and integration negotiations in some new fields can be absorbed by and multilaterlized in the global multilateral trading system as appropriate.Part V : The legal thoughts on establishment of regional economic integration in China. This part mainly provides some legal thoughts and rules with the major three regional economic integrations about China. Especially on the establishment of the Four Region Free Trade Area across the Straights, it points out that legal protection is the primary issue to be taken into consideration, and that the legal obstacles can be moved by separating the politics and economy under the One-China principle.
